Pepper Spray is legal in Illinois with two restrictions.

Section 720 ILCS 5/24-1; The use of a device  "**containing a non-lethal noxious liquid gas or substance designed solely for personal defense carried by a person 18 years of age or older"

To sum it up... be at least 18 years old & use for self defense only.
