Pepper Spray in Delaware is legal with two restrictions.

Title 11, Section 222 (7) says "disabling chemical spray" as including pepper products. However, the only restrictions concerning our products are to minors and criminal use of the sprays.

To sum it up... You must be 18+, and you may not use pepper spray to commit a crime.
